The Common Agricultural Policy (CAP) is the EU's system of agricultural subsidies and programs. CAP 2023-2027 includes: Basic Income Support for Sustainability (BISS) — direct payments per hectare; Redistributive Payments — extra support for smaller farms; Eco-Schemes — voluntary environmental commitments; and Rural Development programs.
CAP accounts for about 31% of the total EU budget. Payment rates vary by member state based on historical levels and national strategic plans. Farmers must meet baseline environmental conditions (conditionality) to receive payments.
